Should I plant before it rains?

I've been wanting to plant in my new garden for a while now. First the soil was too hard (rocky clay) so we tilled and added compost and top soil. Then it rained, and after the soil went from perfectly ready to too wet. Now the soil is just moist but it is supposed to rain Sat and Sun. I want to plant two tomato plants, some herbs, and some sunflower cuber and marigold seed. I thought of putting in the plants friday and the seeds later so they don't get washed away. What do you think?
