Damage to car by NYPD?

My car was towed because I was too close to the fire hydrant. Inany case, I paid the $185 and tried to start my car. When I asked the pound yard to give me a boost, they noticed an oil leak. They had broken my oil pan! I left in tears, I mean, for God's sake at least tow me to the nearest mechanic! But they wouldn't, and gave me one free day of storage. So... I'm afraid the engine is gone. No sputtering, nothing. How do they get away with doing these things to people?
